Water: who runs it and how to get involved

Three public water boards make decisions for Taylorsville homes: the local district that delivers your water, the wholesaler that supplies it, and a regional district that taxes and supplies the Wasatch Front. Here is who they are, who sits on them, when they meet, and how a resident can get a seat.

In short: most of Taylorsville gets drinking water and sewer from Taylorsville-Bennion Improvement District, whose 3 trustees are elected. Its water comes partly from Jordan Valley Water Conservancy District, whose trustees are appointed. Look up an address to see its water provider and TBID division.

Neighbors that serve other parts of the area: Granger-Hunter Improvement District serves neighboring areas, mostly in West Valley City; in 2025 its trustee race reached only one Taylorsville precinct. Kearns Improvement District, West Jordan and Murray serve their own areas. The Metropolitan Water District of Salt Lake & Sandy does not serve or tax Taylorsville homes (2025 tax rates by area).

Property-tax rates in Taylorsville/TBID tax areas (2025): JVWCD 0.000340 · TBID 0.000073 · CUWCD 0.000400 (Salt Lake County).

How to get a seat

TBID trustee (elected): the most direct seat

  • Who can run: a registered voter who lives in TBID and in the division for the seat (17B-1-302). Owning property or holding water shares is not required.
  • How: file a declaration of candidacy in person with TBID's designated official during the June filing window. The window opens at 8 a.m. on the first business day of June in odd years and closes at 5 p.m. four business days later (17B-1-306(3), (5); 20A-9-203(3)(d)).
  • Fee: the statute sets none. Confirm with TBID before filing.
  • Seats coming up:
    • Divisions 1 and 2: filing Jun 1–7, 2027; election Nov 2, 2027.
    • Division 3: filing Jun 1–7, 2029; election Nov 6, 2029.
    • All of these dates are calculated from current law.
  • Vacancies: a seat that opens mid-term is filled by board appointment after public notice (20A-1-512). Watch TBID's Public Notice postings.

JVWCD trustee (appointed)

  • Who can serve: a resident and registered voter living in the division.
  • How: nomination by the Salt Lake County Council (3 nominees per seat) or by the member city councils (2 per seat), then appointment by the Governor and confirmation by the Utah Senate (17B-2a-1005; JVWCD trustees).
  • Next opening for the TBID area (Division 9):
    • The term ends Feb 1, 2028.
    • JVWCD must notify the nominating body by Oct 1, 2027, and nominations are due within 90 days.
    • Both dates are calculated from current law.
  • Practical step: in summer 2027, tell your County Council member and JVWCD that you're interested.

CUWCD trustee (appointed)

  • The Salt Lake County Council nominates and the Governor appoints. Two Salt Lake County terms end about Feb 1, 2028 (calculated).

Irrigation and canal companies

  • Only shareholders can vote or serve.

Smaller ways to get involved

"Taylorsville water rights society"?

No public body, registered district or nonprofit called a "water rights society" turned up in the Lt. Governor's Entity Registry, the Public Notice Website or other searches. The closest match is the Taylorsville Irrigation Company:

  • It is a mutual irrigation company owned by its shareholders, drawing from the North Jordan Canal (Division of Water Rights, water company 957).
  • It is a 501(c)(12) organization. Its 2025 return shows about $5,500 in revenue (IRS data via ProPublica).
  • It is not a government body. Its board is chosen by shareholders under the company's bylaws, so you must own shares to vote or serve. Its listed contacts are in east Taylorsville near the Jordan River.

Similar names: Welby Jacob Water Users Company (a canal company whose mapped irrigation area is near Taylorsville; state record) and the statewide Utah Water Users Association (a trade group). Canal companies such as North Jordan Irrigation and Utah & Salt Lake Canal are also shareholder-owned. Water rights follow shares, not home addresses. JVWCD holds shares in several canal companies and leases some of that water to help Great Salt Lake (JVWCD, Jan 2026 packet).

Where to find the data

  1. Look up water rights near you. In Water Right Query you can search by right number, owner or location. On the interactive map, zoom to your area, turn on points of diversion, and click a point to open its record.
  2. Budgets and audits:
  3. District facts and board terms: the Lt. Governor's Entity Registry.
  4. Drought: drought.utah.gov. Salt Lake County's April 2026 service-area data lists TBID at drought "Level 2" restrictions.
  5. Officeholder details: each trustee's profile in the Officials directory, which you can filter by "Water".

Still being confirmed

  • JVWCD's division descriptions overlap. Division 3 is "City of Taylorsville and Midvale"; Division 9 is "lands within … Taylorsville-Bennion" and three other improvement districts. Confirm your division and which body nominates for it with JVWCD.
  • Two CUWCD Salt Lake County term end dates (Loveless, Mansell) are not verified.
  • TBID's filing fee, filing official and campaign-finance rules for district candidates are not yet confirmed.
  • The lookup can place an address in TBID Division 3 only. Divisions 1 and 2 are not mapped here, so use TBID's division maps.
